Meaning of Virtually Certain : Ball Lost in Water Hazard

Pat,

You just had to ask, didn't you ?!! I knew someone would sooner or later! This is one of those questions where I would probably be better off just giving you the USGA response and leave it at that, but you know I hate to do that. So...I'll reply in two ways - one simply with how the USGA describes it, and a bit more with examples and situations I've seen. A little history on why this term "virtually certain" came about - the USGA felt that there was just too much leeway in ...

To All -

Thought I would just put in a note about 2010 Rules and Decisions. 2010 is not a Rules change year, ( that won't happen until 2012 ) but there were numerous new Decisions and revised Decisions. There really aren't any earth shattering changes though, but if you get a chance you should review them if you haven't already.

I thought I should list a couple of items I was asked numerous times throughout last season and remind players to know how to proceed on one particular topic. ...

So I am making my predictions here before the start of the season. You might see some other posts later on with adjusted power rankings for each flight. Can anyone tell I have a little bit too much time on my hands today?

To all,

For those of you who keep an "official" USGA handicap, I thought you would like to know about a recent change made by the VSGA regarding posting scores in the state of Virginia. In the past, scores made on courses in Virginia during the months of Dec through Feb were in the "inactive" season, and were not to be posted. For 2010 this has now changed, and eligible scores for rounds played in Virginia will be acceptable for posting year-round. I am copy/pasting the ...

Are we serious about accommodating senior players (ages 55+)? Can we do it without creating a separate tour? I think so.

Here's some background. Course length for the Champions Tour is 6400-6800 yards. Course length for the PGA Tour is typically 7100 yards. Champions Tour course length is 90% of that for the PGA Tour. Here's a fairly wide spread rule of thumb for determining appropriate course length: multiply 5-iron distance by 36. I am a D Flight senior who hits my 5-iron 150 yards. That ...

The flagstick was in the cup and a player chipped his ball onto the green and it came to rest within inches of the cup. Situation 1 : A golfer marked the position of their ball properly on the putting green. The player replaced the ball to its' original position and played it from there. The question to me was whether the player incurred a penalty for ...

I hit my approach shot to the left of the green, and it appeared to me to land in the rough between the bunker and the trees on the left, but definitely over the water. We searched for my ball but did not find it, and while we were doing so one of the players saw that the woods were marked with a red stake, as a lateral hazard.

I took a drop and basically chunked my chip shot. In thinking about ...

Greetings everyone,

The following occurred to a player in my group on Saturday. A basic wrong ball situation that is worthy of going over.

A player hit his tee shot a bit to the left on the dogleg left # 17. The player found what he thought was his ball in the rough and proceeded to hit that ball into the water on the left side of the hole. The player took a drop from the lateral water hazard, and hit the ball onto the green. At that point the player believed he was lying 4 on the ...

Four players were playing a par four. Two players hit their approach shot on the green, the third player came up short, and the fourth player then hit his shot. The fourth player's shot landed on the green, struck one of the balls on the green ( and moved that ball a few feet ) and then the player's ball proceeded to roll into the cup. Was ...

Cart Path Relief / Where to Drop

A player's ball lay on a cart path and the player was entitled to relief from the path under Rule 24 - Obstructions. I could write pages on the correct procedure for cart path relief, but I will try to keep this as brief as possible, and describe how I think some players think they should proceed, and how the procedure should take place.

Embedded Ball:

A player had an embedded ball, took relief and wanted to know if they proceeded correctly. Under Rule 25 - 3, the ball may be lifted, cleaned and dropped without penalty, as near as possible to the spot where it lay but not nearer the hole.

Two things to note about that simple explanation:

First note that it says the ball has to be dropped, not placed. ...

Hey Roger,
During play on Saturday a ball was chipped into the hole from off the green. Since we were already talking about different rules, I relayed the fact that removing the ball using the flagstick was a penalty. No one believed me and thought I was kidding.
They even asked the Pro after the round and he told them it was not a penalty, he said once the ball was in the hole it was over. Have I been wrong about this?
Regards,

Hey Roger,

Here’s a funny one for you... During play over a Red Wing on the 6th Hole my tee shot hit a tree, bounced off the weather shelter and came to rest next to the portable toilet and the new protective wind fence. I could address the ball between the fence and the toilet but the toilet “temporary obstruction” interfered with my backswing. Was I entitled to relief from both the toilet and the fence if it was outside of two clubs????

I know its hard to believe that I miss hit a tee ...

Some of you may have been watching the LPGA Championship on Friday, and perhaps saw an incident which occurred, and coincidentally nearly the same thing happened in my group at Nansemond on Saturday. Please read the following from the LPGA, and it is important to note that in this case the player had NOT yet addressed the ball on the putting green.

Statement from Doug Brecht, LPGA vice president rules and competition :

Adjustable Clubs : New Taylor Made R9 Driver

Players,

Did you see the Arnold Palmer Invitational tournament win by Tiger this weekend? Amazing!!

During the tournament we saw commercials advertising the new R9 driver by Taylor Made, which allows the player to adjust specs such as loft and face angle (open / closed). Could a player use these features during a round? For example, let's say the wind picks up during a round and a player wants to keep his drives down in the wind, so he prefers to adjust his new driver during the round ...

Hope everyone has a great day at Kilmarlic! If you've played the coure or are familiar with it, you are bound to know there are quite a few water hazards. I thought it would be good to review some of the basics on how to proceed. If you are a non-committee member, I will tell you that most of the committee members are now very familiar with how to proceed, so if you have a question, seek one of them out. You could always print this note too, just in case someone questions how you proceed.

Golfers,

At a recent meeting we were discussing how we would deal with cell phones in 2009. I would ask that everyone please check out the review of the tour policy which the committee approved and Jim has worked very hard on incorporating into the 2009 Tour Manual regarding cell phone use on the course.

What was asked of me though wasn't what the new penalty was - what I was asked was if the player who got "distracted" from a cell phone ringing was able to replay his shot ...

During our recent Tour meeting, the 14 Club Rule was briefly discussed. I overheard someone mention that prior to beginning their round, if they had an excess club(s), as long as they declared them out of play prior to their round, removed them from their bag and placed them elsewhere in the cart, this would be OK and there would be no penalty under Rule 4. Actually, that is not the case - please see Decision 4-4c/1, which covers this exact topic.

The VSGA ( Virginia State Golf Association ) has announced their schedule for 2009 Rules workshops. The closest one for this area will be at Elizabeth Manor on Saturday, March 21st. I know this conflicts with the same date as our first tournament for 2009, but I thought I would pass it on just in case anyone might want to attend. There is also a seminar to be held in Richmond on Feb 21st.

I heard the other day that due to the decision in favor of Callaway against Accushnet that resulted in Pro V1's being removed from the shelf, that Pro V1's will not be allowed to be used in tournament play.

Accushnet is replacing the "old" Pro V's with new Pro V's that do not conflict with patent rights held by Callaway for 2009, but this leaves a lot of "old" Pro V's out there that are in question.

I could not find anything in the decision or any ruling by USGA ...
